Residential Assistant – LEAD Project

Exciting new project to help the houseless/homeless in Lahaina!

The L.E.A.D. program in Lahaina helps to divert homeless adults from legal encounters and
arrest, and instead engage homeless adults in social services and housing placement.

History:

  • L.E.A.D. is the Law Enforcement Assisted Diversion best practice program established in Seattle, WA.
  • In Maui, the L.E.A.D. program ran as a pilot project in Kahului and Wailuku from 2019 to 2020.
  • The Maui L.E.A.D. partners included Mental Health Kokua (MHK), Maui Police Dept., Ka Hale A Ke Ola (KHAKO) and Aloha House.
  • Low-level, non-violent Maui homeless adult offenders were given the option of arrest or social services. L.E.A.D. services are voluntary by client choice.

POSITION GOALS:

Serves as a positive mentor/helper in a homeless shelter setting for adults in the L.E.A.D. program. Works as part of a team, maintains effective, positive interpersonal communication and basic problem-solving skills, and uses practical oral written and communication skills. Manages KHAKO’s L.E.A.D. project providing safety, support, and advocacy for participants. Participates in KHAKO’s mission to break the cycle of homelessness in the community.

ESSENTIAL FUNCTIONS:

  1. Mentoring. Serves as a caring and understanding mentor assisting participants with daily living skills to maintain tenancy in the community, e.g., paying rent; getting along with peers; basic problem solving; asking for assistance. Maintains a safe, clean, healthy, positive residential milieu, where participants are respected, welcomed, and encouraged as part of recovery.
  2. Scheduling – 24/7 shifts for supportive service coverage of participants. Three various 8-hour shifts need to be covered.
  3. Safety. Respond to emergency situations according to KHAKO policies. Report any incident immediately to supervisor and complete incident report according to KHAKO policy.
  4. Operations. Assist with on-going household operations such as shopping, chore planning, residential maintenance, and related safety, health and sanitation measures. Monitor and report any plumbing, electrical, safety or carpentry problems; and arrange for repairs and upkeep as indicated.   5. Recovery. Approaches participants with dignity and respect and encourages participants to develop their strength, needs, abilities and preferences, in a nonlinear process that is based on growth, occasional setbacks, and learning from experience.
  6. Service Planning. Assist participants in the attainment of housing service plan goals and objectives and communicates with the participants Housing Navigator as needed.
  7. Clinical Documentation. Documents in English in participant’s records including:
    • Progress notes related to service plan.
    • Summaries, service plans, and required forms.
    • Documents in records according to KHAKO policy, including timely entry, and accurate portrayal of services.
  8. Resident Supervision. Provide care and supervision of participants which may include:
    • Knowing whereabouts of participants at all times.
    • Reinforcing appropriate behavior on or off the premises.
    • Handling crisis situations.
    • Document in clinical and report to supervisor when a resident is behaving in a manner inconsistent with the participants baseline behavior.
  9. Medication Monitoring. As appropriate to the level of care, observes participants’ self-administration of medication, and documents medication adherence according to KHAKO policy.
  10. Clinical Supervision. Participates in clinical supervision with a mental health professional and monitored by the qualified mental health professional discussing clinical issues including the following:
    • Recovery from mental illness toward independent levels of care.
    • Behavioral changes with participants.
    • Appropriate interactions with participants.
    • How to facilitate situations with the household milieu.
    • Appropriateness of the service and service effectiveness as reflected by the person served meeting his or her individual goals.
    • Ethical/legal aspects including boundaries.
    • Clinical documentation issues identified through ongoing compliance review.
    • Cultural competency issues.
    • Model fidelity, when implementing evidence-based practices; e.g., recovery; person-centered planning; effective communication; therapeutic milieu; etc.
    • Training needed.
  11. Program Description. Adheres to KHAKO’s shelter housing program description and processes for services, including service philosophy, services offered, participant handbook and ethics including L.E.A.D. services to low-level, non-violent Maui homeless adult offenders (as a diversion for arrest by utilizing social services voluntarily by client choice).
  12. Other duties as assigned by Management/Supervisory staff.

QUALIFICATIONS:

Expectations

  1. To assist people who are homeless (who may have psychiatric disabilities ranging from transitional issues such as anxiety and depression, to life-long, serious mental illness; e.g., schizophrenia; bi-polar disorders; and behaviors that may involve psychosis (i.e., hearing voices; visual hallucinations; delusions, etc.).
  2. To facilitate de-escalation of stressful situations and emotional conflicts with persons served and other stakeholders as part of your job.

Education & Experience:

High school diploma.
College preferred, with course work in psychology, social work or human development, or equivalent experience in human services, or minimum high school equivalent. Computer literacy. Shall have or be working towards competencies in providing services for dually diagnosed individuals.

Professional/Personal Skills
Serve as positive mentor for homeless adults with mental illness needing assistance with housing placement. Desirable characteristics include tolerance in crisis or stressful situations; able to work as part of a team, good interpersonal and problem solving skills; flexibility; good oral written and communication skills.
